Can't Create Custom Audience Using Custom List

I wanted to create a Custom Audience out of a customer list. Facebook says I must add my ad account to a business. I have three businesses registered, and one has 2 pages but with 0 ad accounts. These two pages are what I wanna manage along with another admin. I'm the owner, by the way. I decided to add my ad account to this business with two pages. However, I receive this error message: "This personal ad account can't be added to the Business Manager because a payment has not been made. Make your first payment and try again, or create a new ad account in Business Manager instead." I tried to create a new ad account in Business Manages, but it said I already reached my limit. So it's the first payment option that is left for me to do. What is this first payment? What should I do to get past this issue and just create the custom audience that I wanted?
